Analysis on Policies to Support Distributed Solar PV in Durban (eThekwini) South Africa

This analysis was requested by the municipal utility of eThekwini in order to support its decision-making around distributed solar PV in the city. The analysis covered a range of topics including the role of remuneration for surplus generation (feed-in tariffs, or NET-FITs), the impact of rate design, time-of-use pricing, wheeling charges, as well as other aspects of utility rate design for customer-sited solar PV projects.
