Policy Analysis and Feed-in Tariff Calculation for Large-Scale Solar PV for the Government of Vietnam

This project, supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and executed in collaboration with a local research institute in Vietnam, involved conducting an analysis of the cost trends and financing parameters to be used to re-calculate the feed-in tariffs for Vietnam’s large-scale solar PV projects. The analysis involved extensive interviews with local banks, investors, and solar industry representatives to clarify the underlying financing conditions that solar projects in the country face, as well as the various regulatory and permitting barriers that exist. The project also involved a critical review of the country’s Power Purchase Agreement, in order to further improve the contract’s bankability, both for local and for international investors.
